The Vice Chairman of the Parliament’s Civil Engineering Committee, referring to the construction of 1,500 housing units within 190 days by the Law Enforcement Command (FARAJA), described this initiative as a successful example of genuine construction industrialization. He emphasized that, in accordance with Article 49 of the Seventh Development Plan, the government is obligated to direct 15 percent of the country’s construction activities toward industrialized building methods.

In an interview with Khaneh Mellat correspondent, Abbas Soufi highlighted the importance of developing industrialized building technologies in Iran, stating:
“The challenges in the construction sector necessitate a transition toward industrial and modern building techniques. These methods not only reduce material and cement consumption, lighten structures, and decrease building weight, but also enhance safety, accelerate construction, and help control costs.”

He praised the Law Enforcement Command for constructing 1,500 housing units within 190 days, noting:
“This project is an admirable example of true industrialized construction. It demonstrates that when modern technologies are applied, both construction speed and the quality and durability of structures improve significantly.”

Soufi, referring to the government’s legal obligations under the Seventh Plan, explained:
“According to the quantitative goals and performance indicators of the housing development section outlined in Article 49 of the Seventh Development Plan, the government—specifically the Ministry of Roads and Urban Development—is required to guide at least 15 percent of nationwide construction toward industrialized methods. The Ministry is also mandated to submit an annual report to the Islamic Consultative Assembly on its performance in advancing industrialized construction.”

The Vice Chairman of the Civil Engineering Committee stressed:
“These legal obligations mean that industrialization is not merely a recommendation or proposal; it is a binding duty of the government and the Ministry of Roads during the implementation of the Seventh Plan. However, it appears that the government has not yet achieved significant progress in this area.”

He added:
“The Civil Engineering Committee expects the Ministry of Roads and the Housing Foundation—as the main authorities responsible for national construction—to present a precise report on their actions, plans, and progress toward achieving the mandated 15 percent share of industrialized construction.”

In conclusion, Soufi underscored:
“The expansion of industrialized building methods can increase construction quality and safety while also enabling a major boost in housing production. This issue must become one of the government's policy priorities.”
